Introduction The task of interpreting legislation compatibly with human rights standards can prove challenging. The familiar methods of statutory interpretation appear at odds with the ethereal nature of human rights. A recent decision from the Victorian Civil and Administrative Tribunal (the Tribunal), although not the first decision to consider the Charter of Human Rights and Responsibilities Act 2006 (Vic) (the Charter), is noteworthy as the most significant to date on suggesting one possible approach.
